Lamia Moubayed Bissat is the president and director of the “Institut des Finances Basil Fuleihan” at the Lebanese Ministry of Finance. She has more than 20 years of experience focused on institutional reform and human capital formation in Lebanon and the MENA region. Ms. Moubayed teaches public governance at the University of Saint Joseph in Beirut. She was appointed by the UN Secretary General Antonio Guterres to serve on the United Nations Committee of Experts in Public Administration (UNCEPA) and in this capacity, she evaluates candidacy to the United Nations Public Service Award (UNPSA). Ms. Moubayed is a fervent proponent of South-South cooperation for development. She contributed to founding the GIFT-MENA network of civil service training schools and is currently serving as the network’s president. Ms. Moubayed also contributed to founding the MENAPAR network of Research in public administration. She is also a member of the board of the International Association of Schools and Institutes of Administration (IASIA). She authored and contributed to more than 41 publications including books, reports, policy papers, and guides and founded the semi-peer reviewed journal “Assadissa”-Journal of Public Finance and State Building. Ms. Moubayed was awarded the highest French distinction of “Légion d’Honneur” (2015) and the prestigious “Chevalier de l’Ordre National du Mérite” (2004) for her contribution to the development of cooperation ties between France, Lebanon and the MENA region, and her commitment to advancing the values of state building, good governance and the rule of law. She is an avid supporter of women rights and is a strong believer in the changing force of a financially literate youth.
